“Sons of Rest” and “Daughters of Rest” Shelters – Cost of heating, lighting and cleaning
Your Sub-Committee will be aware that the Welfare Committee have accepted the principle that they will be responsible for the costs of heating, lighting and cleaning “Sons of Rest” and “Daughters of Rest” shelters, with effect from the 1st April, 1956, and I now set out hereunder proposals for the implementation of the arrangement, so far as your Department is concerned:-
 
“Sons of Rest” Shelters
 
(1)   The Midlands Electricity Board and the West Midlands Gas Board be requested to take the state of the electric and gas meters for the respective shelters on or about the 1st April, 1956 (at present some of the supplies are combined with park premises but arrangements will be made for the shelters to be separately metered prior to the operative date).
(2)   Electricity and gas accounts for the shelters concerned will continue to be submitted to the City Treasurer (Parks Accounts) for payment, and the cost will be recharged to the respective branches.
(3)   Water supplies to the shelters are not separately metered and the cost of water consumed will, therefore, continue to be paid by the Parks Department.
(4)   A number of the shelters are heated by means of coke and this fuel can continue to be supplied by your Department.  In many cases, however, there is no separate bulk storage place within the “Sons of Rest” premises for the fuel, and the coke requirements are at present obtained direct from the stock held at the park concerned.  It is proposed, therefore, to supply coke from the park stock in 1 cwt. capacity bags and obtain a receipt from a responsible member of the “Sons of Rest” branch.  The receipt will then be sent monthly to the City Treasurer (Parks Account) who will recharge the Branch with the cost of the coke supplied, based on current prices.
(5)   The actual cost of the men’s time in cleaning the floors and windows of the shelters and lighting the fires will be recharged by way of the weekly time sheets submitted to the Treasurer by the Officers-in-Charge.
(6)   The Parks Committee will continue to be responsible for interior and exterior repair and decoration to the shelters.
(7)   The accounts for the cost of heating, lighting and cleaning the shelters could be submitted to the respective “Sons of Rest” Branch Treasurers by the City Treasurer each quarter in arrears and a copy of these accounts could also be supplied to the Welfare Department for information.
(8)   It is suggested that no supervision or administrative expenses be charged.
 
“Daughters of Rest” Shelter
 
The “Daughters of Rest” shelter was officially opened at Selly Oak Park on the 22nd October, 1953, and the “Daughters of Rest” Society has been responsible for the cost of heating, lighting and water since that date.  The shelter is heated by an open coal fire, supplemented by electric fires, and the coal is purchased by the Society direct.  The Midlands Electricity Board render their account for electricity consumed direct to the Society’s Treasurer; no gas is installed.  The water service to the shelter is combined with a point used for park purposes, and a fixed charge of £1-5-0 per quarter is made by the City Treasurer for water consumed.  It is suggested, therefore, that the present arrangements regarding heating, lighting and water be continued.
The Staff at Selly Oak Park clean the windows of the shelter and also light the fires daily, but the time engaged on these duties is not at present charged to the Society.  In view of the terms of the Welfare Committee’s resolution however, I propose that this service be coded on the time-sheets and be charged with effect from the 1st April, 1956.
The question of the maintenance of the fabric of the building has never been made absolutely clear, but as the shelter was handed over to the Corporation at the official opening ceremony, you may consider that the Parks Committee should be responsible for its maintenance as in the case of the “Sons of Rest” shelters.
Your Committee will know that the Welfare Committee feel that the Branches should, as far as possible, meet the running costs of their buildings themselves, and Mr. Salter and I propose to visit the larger Branches prior to the change-over, so that the various aspects may be fully discussed with the Federation Secretary and the Branch Secretaries concerned.
Your Committee’s approval of the proposed arrangements set out above and their instructions regarding the future maintenance of the “Daughters of Rest” shelter at Selly Oak Park are desired.

 
Exercising of Dogs
In 1948 by Minute No. 8092, your Committee authorised the exercising of dogs off a leash up to 10 o’clock in the mornings and for one hour before closing time at the sites listed below:-

In view of the increasing demands for facilities for the free exercise of dogs, it may be your Committee’s wish that the areas set aside in the parks for this purpose be indicated by a suitably worded notice showing the extent of the area available for this purpose and emphasising the necessity of the dogs being under control, in accordance with the terms of the Bye-laws.

17431   Resolved:-   That, subject to an alteration in the proposed arrangements for heating, lighting and cleaning “Sons of Rest” shelters to provide for the cost of water supplied to the shelters being borne by the Welfare Committee, by agreement on the annual charge therefor, the proposals more particularly referred to in the foregoing report for the maintenance, heating, lighting and cleaning of such shelters as between this Committee and the Welfare Committee with effect from 1st April, 1956, be approved and confirmed; and that insofar as the “Daughters of Rest” shelter at Selly Oak is concerned, this Committee do agree to be responsible for the maintenance of the shelter as in the case of the “Sons of Rest” shelters, and to the existing practices for heating, lighting, water supplies, etc., at the shelter remaining in operation.

 
Exercising of Dogs
 
17433   Resolved:-   That in the circumstances reported, Minute No. 8092 be varied to provide for the inclusion of the recreation grounds and parks in Districts Nos.1, 2 and 3 named in the report as additional areas to provide facilities for the exercising of dogs off the leash up to 10 a.m. in the morning and for one hour before the time fixed for closing, and that the General Manager be authorised to indicate by suitably worded notices at these areas the facilities granted in this respect and drawing attention to the need to comply with terms of Bye-laws in this matter.

I have received the following letter from Mr. J.B. Cooper, a Propagating Gardener employed by your Department at King’s Heath Park:-

In 1953 Mr. Cooper was accepted for advanced training under the Departmental Training Scheme and accordingly signed an agreement to serve with the Corporation for a period of three years from the 1st October, 1953.  He now wishes to commence business on his own account as a Landscape Gardener.
There would appear to be little point in retaining the services of an unwilling employee, and your Committee may, therefore, see its way fit towards granting Mr. Cooper’s request.

Alderman Mrs. Hyde submitted the following report of the Sites and Buildings Sub-Committee:- 
 
Various Sites – Tenure of Civil Defence Report and Control Centres
I have been approached by the Civil Defence Officer of the City, in regard to a proposal by the Civil Defence Committee to carry out drainage around the existing underground Report and Control Centres situated within the various parks and recreation grounds, with the object of using such buildings as lecture rooms for Civil Defence personnel residing in those particular areas, and so avoid the additional expense of providing new training premises.
It is stated that before Government approval can be given to the proposal, it will be necessary to have your Committee’s authority for the retention of these sites for a considerable time, and in this connection I would mention that by Minute No. 12,068 of the 7th January, 1952, your Committee concurred in the proposal to bring the Civil Defence Centres back into use and for the sites to be enclosed with sawn oak fencing at the expense of the Civil Defence Committee.
This fencing work was carried out in 1952 independent entrance gates being provided from the respective street frontages, and the following list shows the parks and recreation grounds affected:-

Rating Valuations
The Sub-Committee will be aware that properties have been revalued throughout the country for general rating purposes under the provisions of the Local Government Act, 1948, and that the revised assessments became effective on the 1st April, 1956.  The values of many of the properties under the control of the Parks Committee have been altered, and I therefore set out in Appendix “K” of this report, a complete schedule of hereditaments upon which the Committee is directly responsible for the payment of General Rates.
The schedule has been separated into two main parts; section “A” deals with properties within Birmingham Rating Area, and section “B” with properties outside the City boundary.  Each section has been subdivided into cemetery properties, parks and recreation grounds properties and golf courses, and each assessment has been prefixed with a number for future reference purposes.
The revised assessment of all the Corporation own (sic) properties are at present being examined by the City Estates Officer from a valuation point of view, and matters necessitating a legal opinion will be referred to the Town Clerk.  In this latter respect there appears to be a number of anomalies, and it is possible that there will be grounds for seeking an alteration in the values ascribed to some properties.  However, I hope to be in a position to report more fully on these and the financial implications of the revaluation to a later meeting of your Sub-Committee, when the observations of the City Estates Officer and the Town Clerk have been received.

2nd July 1956 – BCC Parks Committee Minute

The Chairman (Councillor Mrs. Tomlinson) submitted the following report of the General Purposes and Finance Sub-Committee:-

Departmental Training School – “Open Day”
Your Committee may recall that in my previous reports on the Departmental Training Scheme, I mentioned that since its inception in 1952 and the setting up of the Training School in King’s Heath Park, it has been the practice to send an annual report to the parent of each apprentice, setting out details of his or her progress in both the class-room and the practical sphere.
During this period, the teaching facilities at King’s Heath Park have been gradually extended, and it is felt that the stage has now been reached when the employer-parent liaison might be furthered in the form of a School “Open Day”.  It is anticipated that on such an occasion apprentices might show their parents and friends around the school class-rooms and demonstration gardens, and parents could discuss matters appertaining to the training with the various instructors.
If your Committee should approve this suggestion it is considered that Saturday, 14th July would be the best day to hold the event, and that it should take place between 10 a.m. and 4.30 p.m.   Certain members of the Committee might like to be present at sometime during the period.

Councillor Haynes submitted the following report of the Sites and Buildings Sub-Committee:-

Various Sites – Improvements to Catering Establishments
In accordance with the requirements contained in the recent Food Hygiene Recommendations, 1955, made jointly by the Minister of Agriculture Fisheries and Food and the Minister of Health, a survey of all catering establishments at the various parks, recreation grounds, etc. has been carried out by a member of your technical staff, in conjunction with representatives of the Public Health and Civic Restaurants Department.
As a consequence of this survey, it is established that, in order to bring the several premises up to the standards required under the Regulations certain modifications and additions will have to be made, the estimated cost of which is given in the summary hereunder.
Generally speaking, the additional work, so far as your Committee’s establishments are concerned relate (1) to the provision of a separate wash-hand basin with an adequate supply of hot water in or near the kitchen, together with all necessary accessories for the personal cleanliness of those preparing or serving food, and (2) cupboard or locker accommodation for clothing and footwear where no adequate provision is made elsewhere than in a food room.

I subsequently communicated with the Secretary of the Civic Restaurants Department with regard to this new measure requesting his observations on the following points:-
         
       (a)    Whether in his opinion, the scale of the requirements is, in fact, necessary under the Act or possibly, in some cases, if they are adequate.
                (b)    What proportion of the cost of implementing these alterations should, in his opinion, be rechargeable to the tenants of the establishments concerned.

In his reply, the Secretary referred to the original arrangements made between the two Committees, whereby it was agreed that the Catering Committee should be responsible for equipment in the various parks refreshment rooms necessary and incidental to catering facilities therein, and that alterations and renovations of a major character which could rightly be construed as the responsibility of the landlord should be undertaken by your Committee.  In the    circumstances he considers that most of the improvements required under the new regulations could, on this basis, be accepted as being the responsibility of the caterer.
Whilst being prepared, therefore, to recommend acceptance of these liabilities, the Secretary wishes to be assured that, in the case of private caterers, the same division of responsibility would be insisted upon by your Committee.  In this connection, I would mention that the several private caterers under your control have been supplied with a copy of the regulations, being at the same time informed that they will be responsible for providing and installing the necessary equipment required under the Order.
In the event of a private caterer being unable to meet the expenditure, your Committee may wish to authorise the work to be undertaken on his behalf and the outlay involved recovered by way of increased rental based on an 8% return.

Various Sites – Improvements to Catering Establishments

18108   Resolved:-   That the report of the General Manager on work required to be carried out at the several catering establishments in parks and recreation grounds by the caterers concerned, in order to conform with the food hygiene standards under the prescribed regulations, be approved; and that in the event of a caterer being unable to provide the necessary money in a particular case, the General Manager be authorised to offer to carry out the work at the Committee’s expense, subject to the tenant paying 8% of the costs involved as an increase to the respective rental.

Councillor Mrs. Tomlinson submitted the following report of the General Purposes and Finance Sub-Committee:-

Police Report – Serious Accidents
Since the last meeting of your Sub-Committee, there have been 24 serious accidents dealt with in the parks and the patients sent to hospital.  There were also 288 minor injuries treated and the patients sent home.  Details of serious accidents are given in Appendix “E”.
