At the last meeting of the Parks
Committee, it was decided to accept the tender of Barlow Tyrie & Co. for
the supply of Teak Memorial seats in connection with the Keep Bequest, and I
was instructed to submit to you recommendations for the suggested distribution
of the seats.
It will be remembered that when
the allocation of monies received from this Bequest was approved by the City
Council last May, it was decided that seats be provided in the parks generally.
In the undermentioned list of
suggested places, which is submitted for the Committee’s consideration and
discussion thereon, regard has been had to the desirability of allocating seats
to suitable parks in each district of the City.

King’s Heath Park – Fencing
Avenue Road Frontage
The fencing along the Avenue Road
frontage to King’s Heath Park has now completely deteriorated, long lengths
being missing altogether, and as the steep bank near to the railway bridge has
recently been fenced as a safety precaution, it was thought that your Committee
may feel it desirable to properly
enclose and improve the appearance of this frontage by fencing the remaining
185 yards, particularly having regard to the intended construction of a
children’s playground in the very near future, which will adjoin this
particular frontage.
The following quotations have been
received for provision and erection of 5’6” sawn oak fencing with a pair of
double entrance gates to match:-

Non-Manual Staff - Annual Increments Recommended,

Attached to this report is a schedule setting out the present salaries,
gradings, age, length of service, etc., of the members of the staff of your
Department, together with details of appropriate automatic increases within grades
already approved by the Establishment Committee, where holders of the posts are
eligible. Such increases are automatic,
subject to no adverse report being submitted against any of the officers
concerned, and as I have no adverse reports to submit, I recommend that the
increments set out in the schedule be duly authorised and the City Treasurer
advised accordingl.
As stated, the Grades contained in the schedule are in respect of
established posts included in your Committee’s Departmental Establishment, as
approved by the Establishment Committee, which should only be altered for reasons
of special or urgent need.
Unfortunately, from the period when the Establishment was originally
drawn up, I have had several indications as a result of resignations from the
Technical Staff, applications received in response to advertisements, etc., that
the Establishment as approved is in some respects, no longer competitive. Furthermore, certain supervisory grades have
been called upon to undertake additional duties not originally contemplated.
It will be remembered that you have appointed a Special Sub-Committee
composed of the Chairman of your Sub-Committee and the General Committee, to go
into such matters with particular reference to the desirability of making
certain transfers to the Miscellaneous Division, and as it is hoped that a
meeting of this Special Sub-Committee will be taking place between the time of
the drafting of this report and your meeting on Monday next, it is possible
that further suggestions may be placed upon the table which may have some
bearing upon the posts contained in the schedule referred to above, though of
course, not affecting the question of automatic increment within the Department
Establishment as it now stands.

Repairs, Alterations and
Improvements – Current Estimates
I have now had the opportunity of
making a final review of your Committee’s Estimates under this particular head
of account, from which it is disclosed that certain items still remain which,
for various reasons, are incapable of completion during the current year, and
which will, therefore, have to be met out of next year’s Estimates or from
other sources. In addition there have
been certain savings on some items on original estimate figures, or owing to
work being carried out by direct labour from existing labour resources instead
of being put out to contract.

There have, in addition, been
minor savings under various other heads of accounts, and it has been your
Committee’s declared policy with a view to decreasing the annual cost of
purchase of plants for use in the parks, recreation grounds, island sites,
etc., to utilise any surplus funds to restore existing glasshouses and to
provide others upon sites capable of supplementing horticultural
requirements. Such glasshouses will
ultimately have to be provided to obviate the present uneconomic situation
involved in “buying in”, and I have to recommend that such available resources
as are left under this head of account should be allocated for the following
essential purposes:-
(a)
Greenhouses
The following replacement of
greenhouses in accordance with the quotation of Foster & Pearson, Ltd., Beeston,
Nottingham, where inspection of the houses are considered to be beyond
economical repair:-

Lean-to greenhouse 75’ x 15’3” £1,004. 6. 0d.
Construction in each case would
be in Siamese Yang, and the quotations include for iron staging and supports,
rainwater gutters, ventilating lights and opening gear, and 24 oz. clear horticultural
glass cut elliptically on roof slopes, and would be similar in all respects to
those structures previously erected by this firm.
The dismantling and removing of
the existing houses would be carried out by direct labour, and it is estimated
that an amount of £150 in the case of the three houses at Handsworth, and £75
for the King’s Heath house would be required in respect of this work.
The proposed houses at Handsworth
and King’s Heath would be erected on existing foundations, .............
As stated, no specific provision
has been made in this year’s Estimates for these houses, but they can be
carried out without exceeding current Estimates, and being items of an
essential nature can, with benefit, be exchanged with items incapable of
completion undercurrent Estimates, which will have to be carried forward to
next year.

Alderman Denton submitted the
following report of the General Purposes and Finance Sub-Committee:-
Restaurants
and Refreshment Rooms in Parks. Rentals
to be paid by Restaurants Department
Prior to
the last War, tenancies of refreshment rooms at sites under your Committee’s
control were held upon a one year or three year basis by private caterers who
tendered on a competitive basis, but during the War, these tenancies were
reviewed for renewal annually.
On the 3rd
June, 1946, your Committee by Minute No. 6302, resolved that the policy of the
eventual direct control by the Department of all catering responsibility for
refreshment rooms in parks be adopted in principle, and with a view to the
implementation of such policy on an experimental basis in the first instance,
the existing tenancy at Bilberry Hill Tearooms was not renewed upon its expiration
on the 25th March, 1947. Subsequently,
the British Restaurant Service of the Civil Defence Committee were invited to
undertake the necessary catering arrangements at the Aston Park refreshment
rooms on an experimental basis, with a possible view to that service in the
future being invited to undertake the catering at the whole of your Committee’s
refreshment rooms, or such number of them as may be expedient.
At a
conference held with representatives of the Civil Defence Committee on the 23rd.January,
1947, agreement was reached upon the following basic points for the transfer of
catering rights of such premises as your Committee would be prepared to
release:-
(i) That the transfer
of such premises as might be released would be on an experimental basis, but
that the Civil Defence Committee should have a security of tenure for a period
of not less than three years.
(ii) That for the first year of the tenancy, the
rental should be assessed so as to cover the Parks Committee’s outgoings in
respect of the maintenance of the property in good order and condition, and
that thereafter the rental should be reviewed annually, and should bear a
relation to the profits shown on the balance sheet of the Restaurants Department
for the preceding year.
(iii) The
responsibility of the two Committees for interior and exterior decorating and
modernisation was determined.
(iv) It was clearly
understood that the object of the catering was to provide a public service,
irrespective of locality and financial discrimination as to profit earning
capacity.
(v) It was laid
down that at all times the catering rights should be incidental to the Parks
Committee’s responsibility in their maintenance of parks and recreation grounds
for the enjoyment of the general public, and to the recreational and
entertainment facilities provided therein. In this connection, the Parks Committee
reserved the right to make recommendations to the Civil Defence Committee.
The
premises selected for such transfer of catering rights as from the 25th
March, 1947 were as follows:-

In
general, selection was made in consideration of the following reasons:-

25th December, 1947, with the exception of the following in which
cases serious hardship to tenants would have been involved if the transfer had

payable by the Civic Restaurants Department for the financial years 1947-48 and
1948-49 in respect of the refreshment rooms taken over were fixed by your
Committee on the 7th June, 1948 by Minute No. 8087, and these were
based on:-
(a) The rentals received by your Committee when
they were open to tender on a competitive basis.
(b) The actual value of the improvements
carried out by your Committee spread over the life of such improvements.
(c) An adjustment made for new and additional
fixtures and fittings and other improvements, provided by the Restaurants
Department.
It was
agreed that the rentals provided for 1949-50 would be reviewed when the trading
results for 1948-49 were known.
On the 3rd
April, 1950, your Committee received from the Secretary of the Restaurants
Department trading results for 1948-49, showing a final net loss of £4,592, and
in consideration of this, it was suggested by the Restaurants Department that
the rentals be reduced for the year 1949-50.
However, by your Committee’s Minute No. 9963, it was decided that the
existing rentals should be continued for the time being, and that a review of
the rentals be deferred for a further 12 months, so that a valuation in respect
of the various premises involved could be obtained from the General Manager of
the Estates Department for information should it be decided that future rentals
are to be based on such valuation.
I have now
received from the General Manager of the Estates Department the estimated
rentals which he considers could be obtained if the premises were offered to
let in the open market. The figures
quoted are on the understanding that your Committee would be responsible for
exterior repairs, and that the Civic Restaurants Committee would carry out all
internal repairs and pay any general and water rates which may be
assessed. A list of existing rentals and
those suggested by the General Manager of the Estates Department is set out

The
valuation takes into account the catering for Plays and Entertainments in the
Parks, and in consequence, the suggested payment of £100 per annum. for such rights
by the Civic Restaurants Department to your Committee would appear, therefore,
not to be applicable if the valuations are agreed. However, the valuation does not take into
consideration any catering arising out of the proposal to hold garden fetes at
Highbury Park, and in consequence, a revision may be necessary for this park.
A further
report will be submitted later on the refreshment rooms at King’s Heath Park
and Brookvale Park, in respect of which no rentals are at present received from
the Civic Restaurants Committee.
In the
case of the refreshment rooms at King’s Heath Park, the Civic Restaurants
Department are at present operating on a temporary basis only, whilst the
Brookvale Park refreshment room is at present closed owing to lack of adequate
facilities to satisfy the Public Health Department regulations appertaining to
premises used for catering.
It will be
remembered that your Committee on the 1st January,1950, in renewing
for a further period of 12 months with effect from the 25th
December, 1950, the tenancies of the remaining private caterers in parks,
instructed me to obtain a valuation from the General Manager of the Estates
Department in respect of the premises at Cofton Park, Cofton Tearooms, Yardley
Recreation Ground, and Cocks Moors Woods Golf Course, it being understood that
the rent may be adjusted in favour of the tenant during the 12 months in
accordance with such valuation. This
valuation has not yet been made by the General Manager of the Estates
Department, and when received will form the basis of a further report.
It will be
remembered that your Committee on the 4th December, 1950, by Minute
No. 10,751 resolved that a special meeting be held in the near future to consider
the whole question of catering on sites under your Committee’s control.

Heath Park and Selly Park Recreation Grounds – Playground Equipment
I have to
report that the wartime allotments site in King’s Heath Park was relinquished
on the 1st January last, and that preparation for its reinstatement
is now in progress. The formation a
children’s playground on a portion of the land was decided upon by your
Committee some time ago, and by Minute No. 10705 of the 4th December,
1950, authority was given for the necessary expenditure to be included in the
1951-52 Estimates. Similarly, in regard
to Selly Park Recreation Ground, you may recall that representation was made
early in 1950 for playground facilities, and by Minute No. 795 of your
Sub-Committee, the question of siting was deferred pending a visit to the
recreation ground.
In the
matter of playground equipment, the following is a list of the apparatus
intended at each site, together with the amount included in your Estimates:-

The
Birmingham and District Children’s Service Union is an undenominational
organisation, which has been operating for more than fifty years, and they feel
that the proposed services might attract
children who do not normally attend Sunday School. Enquiries made about the Union show it to be
of good standing.
The Summer
Theatres are normally not in use on Sunday afternoons, and although afternoon
services have never been held before, permission has been granted in past
seasons for the Birmingham Christian Social Council to hold adult services
after the evening band concerts.
The

Fashion
Parades
An
application has been received from Miss Millicent Jesson, Principal of the
M’Lady Fair Mannequin Academy, 128, Corporation Street, Birmingham, 4. to
present twelve minute fashion parades at the following parks:-
Rookery,
Small Heath, Aston, Sparkhill
and Kings’ Heath.
Miss Jesson
suggests that the fashion shows might be staged in the Summer Theatres before
the commencement of a variety show or during the interval. She states that Birmingham Mannequins would
display garments provided by local shops and stores. There would be no charge to the Department
for the displays. Similar displays were
recently staged by Miss Jesson at the Town Hall in aid of the Birmingham
Council for Old People, and on that occasion a booking kiosk was loaned by your
Department for advertising the shows and selling tickets.
There is
no doubt that such fashion shows would be an added attraction and would improve
attendances at the Summer Theatres on the nights when they were given. The question arises as to whether permission
should be given for staging such displays, in that a certain amount of
publicity would be gained by the Mannequin Academy and the firms supplying the
garments displayed.
The
Committee’s instructions are desired.

Rooms Tenancies
(b) Kings Heath and Brookvale Parks
The
refreshment tenancies at King’s Heath Park and Brookvale Park have not
previously been valued by the Estates Department, and I therefore requested the
City Estates Officer to value the rentals of the refreshment rooms at these
parks in the same manner as those referred to above. The City Estates Officer reports on these refreshment
rooms as follows:-

present rental £86 per annum. I
understand that the present letting includes two serving rooms and a
kitchen. I consider that a rental of £45
per annum net should be charged, tenants paying all outgoings and doing
interior repairs.
Brookvale
Park

are at present received from the Civic Restaurants Department in respect of
these refreshment rooms.
At King’s
Heath Park the Civic Restaurants Department are operating on a temporary basis
only, whilst the Brookvale Park refreshment room is at present closed owing to
lack of adequate facilities to satisfy the Public Health Department regulations
appertaining to premises used for catering.
The
Committee’s instructions in regard to the rentals to be charged are desired.
Refreshment Rooms Tenancies –

Corporation v. Miss Grace Summers
– Late Tenant Kings Heath Park House
In connection with Minute No. 8530 a
letter was received from Messrs. Dickson & Berry Solicitors acting on
behalf of Miss Grace Summers, against whom the Corporation had obtained a
judgment for £143. 12. 3d. in respect of arrears of rent and costs concerning
her occupation of Kings Heath Park House.
The Solicitors explained that Miss Summers was at present in very
difficult financial circumstances and made an offer for the payment of £4 per
month commencing on 1st November, 1951 until the debt was
extinguished.
In this connection it was reported
that the Town Clerk had obtained possession of the premises concerned.

Three amateur dramatic societies were selected to appear this
year. The New Dramatic Company gave two
performances of Noel Coward’s “Present Laughter”, the Birmingham Theatre School
gave three performances of Gertrude Jennings’ “Family Affair” and L.H.D.
Productions gave two performances of Max Catto’s “Punch without Judy”.
These
popular plays were presented on Saturday evenings and there was better support
this year than in 1950, fair sized audiences attending, as can be seen from the
attached schedule “F”.

Board, details for this year should be settled as soon as possible,
particularly as regards additional sites and the size of the trees. The height of 20 ft. last year was chosen so that

Philip’s Churchyard by the “Birmingham Post and Mail”, which was 30 ft.
Sparkhill
